You need to change it for all factions individually
Hey its kinda easy:
1 - you need to install notepad++ or any other editor
2 - look into your steam game libary and look up at which point the thrawns revenge mod is listed (for me its the 1. position || you could also look on the "last changed" date because it would state 3. april) || you can find the mods by rightclicking the game and open the propertys and then click on workshop
3 - go into your explorer and direct to the following path:
C:\Program Files (x86)\Steam\steamapps\workshop
4 - now the only tricky part comes. You need to go into the content directory and look for your directory that is holding all your mods for Star Wars Empire at war. (for me I only modded 2 games, so it was relatively easy to find out
5 - after you found the correct directory you will find more directories with numbers in the name -> each number/directory stands for one workshop mod that you have included for Star Wars Empire at war (the amount of directories should match the number of mods you can find in your steamlibary also the position is matching (therefore you looked the position up in step 2)
6 - now you direct to the following path (the example is for my filestructure. I dont know if the numbers are always the same for each steamaccount):
C:\Program Files (x86)\Steam\steamapps\workshop\content\32470\1125571106\Data\XML
7 - open the file: factions.xml with your choosen editor (rightclick and open with..)
8 - press control + f and look for the number 300
9 - replace every 300 with a number of your choice (for me its 800)
hint: keep in mind that an increased pop limit can lower your performance
