Garos IV Group carner bug
carner the overseer in the Garos IV Group is intended to give 15% off of all but he only gives 1% playing the crimson empire campaign as Eriadu authority

Overseer is just a build time reduction bonus. We give a 1% price reduction to show there is an effect as there is no great way to inform the player build time is being affected

It already tells you he has Overseer. And all the traits are listed
