Sadly that is hard coded and cannot be changed by a mod

i mean i didnt see it as crazy before, just telling a unit, "move here once unpaused" doesnt seem crazy, but then again im not modder and i dont know how to code or snything like that

Like Cooler said, it's an engine limitation.

Best solution to this is to set up an AutoHotkey script so you can press a button (space) that pauses the game quickly for you, so you can quickly pause when needed, plan your move, then quickly unpause and move your fleet.
