Known Galaxy Small progression bug?
I had conquered the entire galaxy in the Palpatine era as Eriadu. However I was not allowed to actually win the game without progressing to Daala to control the Maw for then it counted as me "owning" everything. I feel like this is a bug.

No that isn't a bug.
The Maw is supposed to not unlock before Daala appears.
