Well, my Era1->-DE save was going great, farming Legitimacy (semi RP save) to create a dream team DE setup (Thrawn/Sheev), but my hopes and dreams were crushed when my secondary+ sector fleets learned they wouldn't be getting those oh so lovely P2s. :(
Then, a new hope arrived in the form of a single line of code, which restored balance to the force!

You have to add it into the tech files themselves. Essentially, add it to the lists of units that are made available by a particular Era.
Did you start a brand new save file after making the change? Fix doesn't work on existing saves, so that could be it.
