Additionally, if you have an administrator hero, move them around planet-to-planet as you build things up. It'll save you a lot of money in the long run, especially in the early game when income is very slow.
Early game, I personally focus on building up my economy, only attacking things for the sake of securing borders(for example, just raiding enemy space defenses, not actually invading the ground - this can buy you a lot of much-needed time to build up your forces for proper offensives.)
A tax center on every world with income 150 or more is worth it. Likewise, trade outposts on worlds with 4 or more hyperlanes. I also sell off buildings early on to replace them with others; if you stack production buildings of the same type on a world, units produced by that building will be made considerably quicker. So, instead of a world with multiple different factories and a barracks, I'll fill all extra slots with only, say, heavy factories. Build times will make a great deal of difference when trying to build up your initial ground forces quickly.
If you don't know what to fill build slots with on a world, just build barracks. They're cheap and build quickly. Alternatively, build academies for ship crews, but these will drain income. I wouldn't worry about ship crews until later.
Finally, it's all about locations. Different worlds offer different things, so early game it might be more important to set your sights on economic worlds rather than enemy strongholds. As PA, for example, I might make a rush for conquering CSA planets, or work on getting Ord Mantel and its linked worlds. Generally speaking, the southern quarter of the galaxy where Eriadu and NR start is, by far, the wealthiest portion. Many worlds there can net 1,000 or more credits per cycle(it is also why I consider Eriadu and NR to be the easiest factions to play at the moment; they get a huge early game economic boost from nearby worlds.)
No matter how you play it, however, early game is always going to be very slow. The only faction that can easily get an SSD very early, IMO, is eriadu by virtue of their nearby economic worlds like Naboo, Bespin, and Ryloth. I was able to get an Assertor, the Knight Hammer executor, and a Bellator before I took over all of the southern quarter.
Sadly, the real pain are build times. There's nothing you can do after conquering a world to increase speed of structure construction. Space stations especially take FOREVER to build, imo, and you have to upgrade through golan stages 1 stage at a time, so conquering a 5-slot world can often feel more like a punishment than a reward if you're like me and like to keep that discount and build time bonus from high infrastructure.
Hey, thanks for all this. I'll be taking note.
