i am having a bug where any vics i place in Eden Editor for the VMF that doesnt allow me to move/delete them when in Zeus and when i do i get "insufficient resources" also i am unable to spawn in any other than infantry in Zeus

I have had this bug myself plenty of times with other mods. I would not be able to help you with this myself. I will ask some people. but don't get your hopes up. Do try to run the game with general improvement mods like CBA, ACE and Eden enhanced. Check out the other mods made by Basher and test those, they have the same/simular units.
