On a planet where polution was high (had -1 food on almost each cell), I've scrapped Weather Controller, and then, my food cell were not affected anymore by pollution.
It seems to be a frontend issue, because if I set the colony focus to anything, it put 1 more farmer than visually required (but certainly the good number according to the pollution).
Of course, the issue vanished on next turn.
