Ships blockading a planet - when attacked by planet owners - owner's should not be able to use starbase,etc
If I am the ship attacking a planet
- and then I decide based on defenses that I don't want to actually attack.
In a real space scenario I would keep my ships far enough away that I was out of range of any fixed defenses (starbase, missile base, etc.)

As it works now, the defender of the planet can choose to attack the nearby ships, and when they do so they can bring along with them the fixed defenses. This is not logical.

In Moo2 this was not possible. If enemy was around your planet (but not close enough to engage starbase, et al) then the only way to get rid of them was to send a fleet. And that fleet had to fight without starbase, missile base to get rid of blockade.

Can this also be implemented?

Yeah I thought that was an odd design choice to make orbital defense part of the attack force.

Unfortunately it has some serious AI issues with just removing it. All of those AI cases would need to be tracked down and corrected. So definitely possible to do, I would even put this in a “possible future feature” but not something I’m actively looking at implementing.
