it's a bonemerge prop. Go use the bodygroup tool and make it so the blue coated french soldier doesn't have a torso or legs and get rid of his helmet, then use the bonemerge tool to merge him into this model. If you have any questions I am happy to explain.

I don't know if they wore it during ww1, but they might have, I know the french uniforms in ww2 were often brown. Belgium I know also had uniforms simular to this in the second world war.

the colonial troops wore brown, like the Zouaves or the Senegalese and North Africans. But they have different helmet insignias, unlike this model, which has the regular French army helmet insignia.
