As far as ammunition is concerned the police in unturned are civilian in the Washington and PEI maps.

Police forces have Civilian Ammunition, even the shells, which for some reason are extremely rare to see in a box.
The weapons itselves are considered Police

Actually Id love to see a masterkey pack, So ill pitch my vote in that - Although I would'nt say no to a bluntforce pack.

Tactical (mabye one barrel and bullet per clip but barrel and grip slots, like for grips and bipods)
Contender (Tighter Spread, Longer range, But longer reload time)
Rechaimbered (mabye a Masterkey that can take Devil's Bane/Vonya magazines?)
Internally suppressed (self-explanitory, Mabye craftable with III and ranger suppressor?)
Pump Action (Mabye a masterkey that has Bluntforce Pump, with more spread?)
Over/Under (Like the Olympia shotgun, Just verticle barrel alignment)
PDW (Small Masterkey that Fires a lot faster but doesnt do as much damage, also has clip size)
BullPup (A weird masterkey with Its barrels, stock sawn-off for maximum mobility and spread)
Survivalist (Rare masterkey with huge durability, With fold-able barrels to switch between mobility and normal)

TL;DR
I love masterkeys myself and would absolutley love to see him make a pack for them
But if he made a pack for bluntforce, The last thing youd see me is complaining

Guns like the masterkey are full meshes so they can't really spin, but in Unturned 4.0 we can see that the meshes are divided so maybe it'll be posible. Internally suppressing a shotgun is not possible for now, as an Internally Suppressed Barrel would eat around 80% of the pellets before they could come out. The thing you never mentioned was a longer masterkey, a classic DB with a long-ass barrel

So, I just noticed this thread existed, so I'll give comments on it.

Shotguns are very interesting, and I do want to expand on them for sure. Thing was, the Sportshot was easy to do because it's impossible to make it overpowered, along with how flexible its generic appearence was. A double barreled Sportshot is like "whatever" but like a double barreled Maplestrike or Honeybadger... ehh... not so much.

On my personal trello, I have a whole mod dedicated to shotguns. However, it's been on hold for a while, due to a MASSIVE project that I've been working on for 8 months.
