I too have this issiue (even if i disable all other mods). Intrestingly AI empires can still be generated with the added ethics

Unsubscribe and move mod out of the playlist in laucher. And confirm to delete these files:
SteamLibrary\steamapps\workshop\content\281990\1100284147
Administrator\Documents\Paradox Interactive\Stellaris\mod\ugc_1100284147.mod
Finally, close the game and re-subscribe

i unsubscribe and then resubscribed and removed the ugc.mod and still only got the vanilla ethics.

I tried everything you've suggested to do in this thread, but still have negative values on my traits and ethics on races that I had previously made with the mod. I guess I'll just have to work with fewer points til this is fixed.

In case you haven't found the answer or someone else comes here looking, if you are using UI Overhaul Dynamic go back to the page and they have a list of compatibility patches for a select few mods. One of the mods they have a separate patch mod for is this mod, Ethics and Civics Classic. Without the patch the ethics and civics will never be visible even though they are loaded into the game.

I am also having this issue. I have isolated the mod, deleted and reinstalled in every manner and I am not using UI Overhaul Dynamic. I have used it in the past, but since then deleted all traces of it. I still get access to civics but can't see ethics. Please help!
