Does it happen to All of them or Just A Phew?

All of them. Fallen empires, Normal empires, but I'm not sure about enclaves or pirates. I haven't encountered them in any of my troubleshooting, it was always an empire. Odds are though, that they're affected if the others are.

What Mods are you using With it? Any others that Edit Civics or Ethics?

Other than the mod, it's plain vanilla.

I had a similar issue with a different mod where I couldn't make any robot species at all, and I fixed it by updating the code. (Stellaris added a new line to a file it overwrote, which made them incompatible.) |

Unfortunately, I don't know what code is causing the problems with this mod, but I'd bet it's a similar situation

Oh and I'd like to add that my empire is totally fine. It's when the game tries to make a random one on its own that it freaks out.

I dont know, It could be Mod Load Order or something else.

It's the only mod?? How would load order have anything to do with it? I'm telling you, it's your mod. It has either an outdated or broken line of code somewhere, and I'd find it for you if I knew what codes to check.
