You're asking about oversized ships?
I'm no expert but I'm pretty sure this mod doesn't include or even interact with with ship sizes.

Its a Civic, that allows building of a supersized ship with slightly better stats. But you can only build 1 per ruler. Only works with dictators and Imperial authority.

I still never see the option to build the super sized ship, I have the civic, I have the Dictator goverment type. Pre 2.0 you'd see the Ruler ship in the normal ship building menu, "Leader So and So's Battleship" ect

So I see Commonlogic. I'm in the wrong. But after looking I see no way to build it. Only the battleships and titan.

it might be under ship design, otherwise I have no idea if it's not an automatic thing.

I have not, I don't get my Pdx seemed to hate the idea of the ruler ship so much they keep striping it out of the game.

Oversized ships have been removed. They aren't possible to build right now by any of the old means. There MAY be work-arounds developed, but no one has done anything now. Used to be something the game engine tracked itself... no longer does and the flag doesn't trigger anything.
