So there should be another technology or tradition which gives access to the heathcare or recycling campaigns.
When I take ecologist & libertarian ethos I do not have access to healthcare and recycling campaign.
There are not other technology that provide those edicts. I really believe it's a bug
The bug is : when you chose some ethos (like ecologist / libertarian / spiritualist) you do not have access to those edicts.
I have started a game with the following ethos : industrial/materialist/elitist I had access to the 3 campaign after researching "planetary unification tech"
whereas when I started another game with ethos spitualist/ecologist/collectivist/xenophile I only had access to the education campaign and not the 2 others.
It seems that selecting some ethos when you create a new species prevent you from having access to those campaigns. It's really problematic because the ecologist faction requires you to do a "recycling campaign" but I cannot do it cause I don't have access to it.
Plz help developper :)
