The mission where Paco calls you to an airport where a bioweapon has been unleashed gives you the option to sedate every member of his gang you come across but so far I've found a cutter locked off in a room on the north of the main entrance that only drones can access so I can't find a way of actually sedating that guy, also Blake appears to be immune to AP damage so is it really impossible to avoid killing him as well?
