Yup. You can start with magic OR tech gear. Not both. Taking any of the magic skills will not equip you with starting tech gear. That's the same starting equipment script used in HK.

There is a tech vender in the marketplace right right by the thugs harassing the shopkeepers, but you'll likely need to sell some gear to get a cyberdeck. Otherwise you'll need to wait a mission or two and get it from the guy in the bottom on the seamstress union.

You'll also recruit a decker crew mate very early, who can hack for you until you.get your decking stuff yourself.

Ah OK. This is my first brush with HK. Working my way through Dragonfall when I spotted this, and had to go back and relive the DMS story.
