Did you check the campaign setup? You can choose between multiple trees like vanilla, dlc and rt56 in many cases.

This is intentional, the Road to 56 Germany tree was considered mediocre and the plan is to enhance the vanilla tree instead

Really? I thought the rt56 tree was leagues better than the vanilla tree, at least in terms of its choices and paths

I personally prefer rt56 tree (but a little boosted). The problem with rt56 tree is that Germany has problem with expanding its territory without going to war with allies too early.
