no npcs on npc list
i tried evrything redownloading it but all the npcs i have dont show up on the npc list on this tool

So do you have the tool ON your tool gun?

i also have this problem i think it has something to do with npc list but not because of too many i tested it its some kind of npc list bug connected to the tool

... maybe that is your problem?
It's possible one of them is Doing It Wrong™ and corrupting the global NPC list.
I've just uploaded a version that might help, but if it still doesn't work please open console and run
lua_run_cl file.Write("current_npclist.txt", util.TableToJSON(list.Get("NPC")))
After that please find the file current_npclist.txt in your data directory and put it somewhere online like http://pastie.org so I can see if there's an issue.
(While you are in console, please check for Lua errors!)
