NPCs do not stop spawning
Title says it all, I'll set the "Maximum in Action" to 1, and instead the NPCs decide to just keep spawning.

Is there a fix for this? It's honestly very aggravating, and I can't find anything that's helpful.

Do you have any errors in console? What NPCs are you spawning? What are your other settings?
