The main reason is, if I made an option for it, I would be unable to hide it before Halloween; it would be just there, people can turn it on and off anytime, this is not supposed, since it's made for "holiday".
Another reason is, many games have their holiday events, but none of them has an option to disable the events... do they? You can see the holiday events in Overwatch, the snow in GTAV on Christmas, and even the Steam's special UI during holiday sales; sometimes you don't like some of them, but they are, you know, forced to show.
