Anyways, the HL2 AI only shoots if you're within a certain range, else the NPCs will want to move closer to get a better shot. They don't realize that you're in a large aircraft, so they'll keep the same range in their mind. If you wish to be shot down by AI, I recommend TF2 bots, or perhaps the NextBot system, though I've never used the latter. Bots in TF2 like to empty their mags into you regardless of range, whilst running at you.
On topic: The problem is that NPCs only target players and their direct vehicles, but both are hidden behind the actual chopper model. So basically they're too dumb to see the player, and I haven't found a way around that.
