Can't get HL Source Barney to wear an outfit
Every time I try to get half life: Source Barney to wear an outfit, the game tells me this in chat

[PAC3] The server rejected applying your part ("my outfit") - you are not allowed to modify this entity: NPC [100][monster_barney] owned by: world

what makes it weirder is that it works on every other NPC
I can get rebels, combine, even half life source scientist to wear the outfit

the only one who cant is half life source barney for some reason
