From there, follow the video and you should be golden. Sorry about not being able to help you better, but the video has...well...video. If I would have gone into full detail about how to use it, you would be confused.

Right click when in your PAC menu, and click "Reset View". This should fix it. If that does not resolve it, try to type in console PAC_Restart. Hope this helps.
Can you clarify a little more? The way you said this is confusing me.
So you can angle models and bones and things, and there are the three parameters you can change. Theres one that works fine, but the last two are the same rotation circle (i think thats what you call it) and they go against each other.
Not sure if Lycastus has a fix for that but yes, sometimes when you spawn in a custom model it won't spawn directly on the yellow circle and it will be a pain to put in the right place because the blue and green (I think) will fight against each other.
I've run across this many times and I personally think it's a PAC3 Bug.
BUT, Lycastus might have a solution

The only thing you can do is fight against the arrows and still try to put it on right. To my knowledge there isn't a fix yet, but there might be one out there that I don't know about.
Well you might be right about it not being a fix...I was tired as hell anyway last night. But hopefully we can find a solution soon
