how do I get there to be a plus Icon next to the legacy addons tab? for context, I installed models for the dinosaurs in JPOG(Jurassic park operation genesis) and put each asset from each dinosaur into a separate folder within the addons folder of gmod and I see absolutely nothing

You must follow a specific folder structure for the game to find the files.
