It's on the posture option of tool list.

It's in Posing section I believe (Or maybe it's just me cause I have Face Poser, Eye Poser, Fingers/Hand Poser. (Inflator comes automatically) Pretty sure this was already answered.

You can also use it by holding C and right clicking a ragdoll and clicking it's option.

Posing is a terrible way to use it, just use the context menu
