Yeah, I believed this mod to be the culprit but it was just a side effect of how I was testing things. Having more than two civics without the new dlc breaks the UI no matter what.
Amazing mod btw, can't play without it!

I just tested it. Start it without "UI Grey" and it's the same. :Quack_Quack_Boom:
It seems to be a problem of PDX ...
