As I said, modders are awesome, big thanks to any and all that do an amazing job tweaking this game :)
((I'm also really happy this particular issue was solved so easily - there are now 214 mods in my WotC list, and I was not enjoying the idea of having to track this issue myself, I've got my game working almost exactly as I want ))
I've just started to get into WotC from a few years of Vanilla XCOM2... I'm not sure tbh if it's even needed in WotC, I just recall it being a great addition to my Vanilla campaigns, however I can't live without Evac All....
Big thumbs up to the creator though for years of use and fingers crossed for an updated version.
