if u create a title in a game, and then u start another game will that same title exist in the new game? consider the answer to this question and what it means. where then should u look for ur specific title to edit?
Is there any way to change the flag or colour(theoretically colour can be changed in save_file with notepad, yet haven't seen the "colour part") of my custom kingdom(duchy/empire), can't find any file with the tag of my kingdom: k_dyn_9328740?
*don't even know where else to chek, since the file of mod has only 2 files("decisions" and "localisation")
Do you have a link to the zip for your mod? I could try downloading that instead.

My issue is that for whatever reason, title.manager.mod or title.manager.mod.mod have become media files instead of files I can open on Notepad.
