You need Network Skins / No Pillars to select and use this asset.
You may need Sharp Junction Angles or Advanced Road Anarchy to remove collision,
but I think most of the time No Pillars is enough.

Ah yes, that light is from my Modern Lighting Pack. But you don't truly need it like you mentioned.

I can not use it, you can be found in the Network Skins which side?
Network Skins inside only basic piers, you can not select "NarrowStack 12m" and "SuperStack 12m" piers

You select the pillars from the Network Skins menu. Once you've built the top layer you can build roads underneath. :)
