It works just like all other props do. Without mods that means only in the asset editor. With "More beautification" you can place it anywhere in your city that you can place a tree or any other prop. :)

sorry i was confused because sonofnitrus asked "is it free to place", and you responded "not unles you have more beutification mod" , are you saying i need that mod to place props?, i wasint aware that is the case.

It's a prop, so not unless you have the More Beautification mod.
