Less Annoying Hazard Zones

Drastically increases the threshold for a sector to be considered a hazard zone, so the player isn't forced to constantly stay out of sectors lest the economy gets completely beheaded indefinitely.

Specifically, all the score thresholds are 2x as high, the hazard zone designation will go away after 5 minutes instead of 1 hour when the hazard point threshold is no longer reached, and player-owned assets will no longer contribute 4x as many points compared to NPCs.
