Bored. Had nothing better to do so I replaced all the Civs with my crossover version of similar characters that I knew.

"Elektrobürger" or "Electrocitizen" in English are a collection of characters that look similar, have similar personalities or/and can switch places in their series for that. All are given the design of Elektrosoldat, a character from my favorite series Akatsuki Blitzkampf/En-Eins Perfektewelt because I love the design and easy-to-do combos. Lore-wise, those are clones with robotic skeletons lol (UPDATE now has Stalkers[ElektroStalkers] being the Elektrobürgers. Aka, robo skeletons)

UPDATE ALSO ADDS SUPPORT FOR THE "Beta Content Reimagined" WITH "Conscripts" & "Combine Workers" MODELS. FINAL UPDATE HAS SUPPORT FOR "Traitor Metrocop" MOD TOO, BUT IDK IF IT IS IMPORTANT.

New Update also now supports Speaky Citizens as well.

Basil(Omori) = Male 2/5/7 (UPDATE HAS EXPERIMENTAL AI VOICES FOR SOME LINES)

Crona(Soul Eater) = Male 1/3 & Female 7 (UPDATE HAS EXPERIMENTAL AI VOICES FOR SOME LINES)

Elektrosoldat(Akatsuki Blitzkampf) = Male 4/6/8/9 (UPDATE HAS EXPERIMENTAL AI VOICES FOR MOST LINES/IS THE MAIN VOICE)

Kobeni Higashiyama(Chainsaw Man) = Female 4 (UPDATE HAS EXPERIMENTAL AI VOICES FOR SOME LINES)

Sacchin/Satsuki Yumizuka(Tsukihime/Melty Blood) = Female 3/6 (UPDATE HAS EXPERIMENTAL AI VOICES FOR MOST LINES/IS THE MAIN VOICE)

Satoko Hojo = Female 1/2 (UPDATE HAS EXPERIMENTAL AI VOICES FOR SOME LINES)

This is because the actual game has only 2 voice actors for all the citizen. Trust me, if there's a way to continue making all the characters sound different without a script, I would've already added it by now. Even then, all farther citizens that are now rebels all collectively use the same voice lines, so I won't even be bothering to make this unique.

Judging by the video, it seems the guys went from a relatively varried number of anime voices to just the single slavic sounding dude as the video progressed. Kind of a shame because the other voices sound good but from the video it seems theyre all gone by the time you get to the episodes.

No, I literally made the materials go only to the "Mcgee/Elektro" folder, it doesn't go to "Mcgee/Delta" which is what the Combine Soldier character OC uses. Either remove/reorder your mods or just use only the Elektrobürger mod.

turns out the reason why the rebels are pink is because the textures for their armor is located in the metal union combine reskin mod, if you install that mod it fixes that issue. thats my guess

It shouldn't be. I checked the whole thing and I made sure it is using the textures. Try making it go on top of any other mods that also replaces the citizen, or remove them instead. You can also unsub and resub after resetting your game.
