理念组记忆 Memorize Idea Group

Mod Usage Guide:
This mod adds two decisions:
One decision memorizes your currently completed idea groups.
After memorizing, you can delete those idea groups to free up slots for new ones.
Use the second decision to restore your previously memorized and completed idea groups.

This mod also adds a decision to add policy slots.
This mod is a standalone fork of 魅魔与堕落（先行测试）, with expanded effectiveness for idea groups from numerous other mods.
