THIS IS A DEPENDENCY!!! This won't really do anything other than add a chameleon circuit option on its own

This is my interpretation of the McGann/Hudolin tardis console from the doctor who tv movie, its not accurate, but its close enough i think, if you'd like to include this console in your addon feel free to hmu to discuss it!

This also includes the exterior used by the 8th doctor with a corresponding interior door
