Personal conquest changes for me and my friends

- Everything remains on the map and doesn't despawn

- Gives 7-14 minute prep time on defense, and allows the enemy to spawn significantly more units

- Gives practically infinite call in space (5000), and allows you to spawn them all instantly for easier co-op gameplay

- AI resources are now tied to the risk of the mission. Higher risk missions give the AI more resources and gives better rewards, and lower risk mission do the opposite.

- Mount Anything integrated into this mod

- Makes direct control significantly more accurate

- Makes artillery much rarer

- Higher level AI Defenders have higher budgets
