Visual Overrides API

This API is used to manage different mods attempting to make use of the visual override control values in MyAPIGateway.Session.WeatherEffects without creating conflicts. It also has tools to change the visual properties of planet atmospheres at runtime (<AtmosphereSettings> values in planet definition).

I will primarily be using this as a tool to assist with my own mods, but you are welcome to make use of it if you want to make a mod that uses these override values and want to prevent conflicts with mine.
