my truck can't unload sometimes

I thought the checkpoints were created by the game. How can you replace them with mods like this or does it only work in the map editor? Sorry I'm new to mods to this game.

$VEHICLE_LOADING_FACTOR 500000 (?) makes constraction ofiices brolken, all truck loaded 100% of it capacity no matters office was setted to load for it (33%, 60% ect) of max trucks capacity
$VEHICLE_LOADING_FACTOR 500000 (?) этот параметр ломает строительные конторы, грузовики на таможне всегда загружаются на 100% не зависимо от того, какой процент для загрузки был установлен от конторы, всегда будет полный кузов
$VEHICLE_LOADING_FACTOR better than be 1-10 (1=500kg/s to load~) Лучше не устанавливать этот параметр больше 10, т.к. 1 это уже 500 кг/с +-
