The turrets in the Manned Turret Pack are made of 2 parts: a base that is an actual placable part, and a kinematic that is the seat. Kinematics can only be added in Asset Packs, which is why this dependency is needed.

Nothing like that, I'm just wondering what exactly this mod does, because I've been writing about some bugs related to it. As it was, I just rebooted the game and now everything fine.

The turret seats are kinematic assets and can only be added in Asset Packs.
