Buy Settlement Slots with Prestige for the Empire

I have updated the mod. It should work with other mods adding resources to Franz now. Other empire factions should work if they use prestige. Elpeth does work too, but I could not get the prestige to show on the interface yet. Modding this game is quite a pain...

@O6OPMOT: Thanks for the advise. Do you know on top of your head where to define new campaign groups, cant seem to find it....

@flogi There's a bug using this mod with any mod adding to wh_main_feature_empire campaign group any pooled recourse or other feature. In this case you can upgrade settlement for free.
To fix this issue you can create new campaign group, link it through campaign group members to empire culture and use this group in your mod.

@Dragon of Desire: There are some good tutorials online, you can google the first steps. But you certainly need RPFM.

Alright. Never done any Warhammer modding before. Where would I begin?

Im not really inclined to make more versions of this. You could do it yourself though, it should not be too difficult.

Excuse me, could I trouble you for a version that only allows you to purchase up to level 3? I like this mod, but the more expensive version is a bit much, and I was also thinking that the only downside should be that you can only raise it up to two levels.

It does work with every faction that uses prestige still.
