Notable Changes:
The Anchor of Disaster is non-functional due to covenant rework.
The Admin capacity from the Weaver's Tech and the Shroud Archive have been replaced with Empire size reduction (-100 for tech, -50 for building).
Max leader level from Shroud Archive replaced with Leader Cap.
