H2O2 Nerf

This changes the output of Hydrogen and Oxygen to be much lower then vanilla.

This is meant to be used with mods like industrial overhaul and water mod where other fuels are available but not worth going for because hydrogen is so easy. We didn't touch the thrusters or engines so if you get a full tank from an NPC you should be good for a bit.

Large Oxygen Generator:

Oxygen (Ice to Gas Ratio: 0.5)
Hydrogen (Ice to Gas Ratio: 0.5)
Power Consumption: 0.5 MW when operational.

Small Oxygen Generator:

Oxygen (Ice to Gas Ratio: 0.05)
Hydrogen (Ice to Gas Ratio: 0.10)
Power Consumption: 0.1 MW when operational.
