How about new Moodles to represent the unique effects of each drug & how it interacts with other effects? Realistically a drug addict probably would struggle in a zombie apocalypse so the penalties should be harsh & quite cinematic in nature.
I know in the US, Cannabis is no longer an illegal product but it was in the 90's & I believe it deserves to be in Zomboid.
Maybe make roll-ups a kind of container with the ability to store cannabis & a new "tobacco" resource too? You could also extract weed / tobacco from cigarettes & rollups.
Also can Shrooms be grown & found in the woods with a high scavenging level?
