To make a new city, simply build one from the construction panel. (They are costly and will take a while to build). Once that is done, you will be prompted to name your new city. Type whatever you want (under 32 characters) and then hit 'ENTER'. The game will LAG for a minute before generating the new city.

This LAG is done because paradox (silly geese) didn't add a province scope to their code so this mod has to manually go through every province in the game to find the one you built in.

It is also possible to rename currently existing cities by building the new "City Foundation" on them but this will reset them to be worth 10 victory points.

There is one known issue with the mod at present. The stress of sifting through every province in the game is very taxing on the client. Sometimes the scripted_effects file for this mod will stop working and when you get the event to name a city, nothing will happen after clicking ENTER. The game will; the infinitely prompt you to name the city. To remedy this, you can try:
-reloading the save/game
-going to Program Files (x86)\Steam\steamapps\workshop\content\394360\2880422651\common\scripted_effects\CITYMAKER_scripted_effects.txt (your hoi4 files might be under a different directory so just replace "Program Files (x86)\Steam" with yours)
then add one space at the end of any line and save the file. This will reload it and likely fix the issue.

There is also a bug (i only saw once) that moves your capital to a new city if you build one in the same state as your current capital. This only happens if you old capital was worth 10 or less victory points so DON'T MESS AROUND.
