What you want is not the increase the parents metabolic efficiency (unless it also applies to the unborn child) but instead lower the cost of metabolic efficiency of some of these genes.
Doesn't have to be 0, could be -1 or -0.5. That gives you more room for the kid to produce the traits necessary to be born.
No this mod won't help with that at all.
The way pregnancy work is that the kid rolls between -3 and 3 for their metabolic efficiency.
But the pregnancy will fail if the kids parents push it over the -5 to 5 interval.
The way that can happen is that the parents have enough different germline gene to push the positives or negatives of inherited genes beyond the +5/-5 range.
If the kid rolls a -3 and the next germline gene from the dad adds -2, then the kid is stuck with -5 and have no more space for the rest of the germline genes and can't be shaped,
