It still works.
It simply is not obvious: try finding metro/train stations with a lot of passengers waiting, and observe the passengers.
Alternatively, also install Transport Lines Manager (TLM) and observe the "passengers bored" red color indicator almost never go full red.
Bug is in 1.0.5 during the rewrite; fixed in 1.0.6

from which version did the 'outside connections vehicle spam' issue start to occur?
Sorry for the wait! Essentially, I have forgotten to reset the "spawn vehicles now" alarm that is built in at every outside connection link, so vehicles would not stop spawning once the game decided to spawn them.
This has been fixed. I recommend simply waiting it out and let the extra vehicles reach their intended destination and naturally despawn, but in extreme cases you can delete those vehicles via TMPE.
