@Billman these lines enable a residential building to emit some smoke from its chimneys when it is self-heated, thus causing some pollution. It is what's supposed to balance self-heating, which otherwise would be a bit cheaty for the game, since it doesn't consume resources.
What I like about this mechanic though, is that once you build a centralized heating network, self-heating buildings stop producing their own heat, and thus stop polluting :)
