this mod hasnt worked for me in a while, I put the steward on promote culture then it does that one tile and then stop

My steward is still set to improve development after downloading this mod. Is he doing both tasks now simultanously or am i doing something wrong?

It worked flawlessly until recent updates. It "does" work for me, but the problem is that it also works for the AI nations. :) Thus my liege is constantly promoting its culture to ALL my counties. Can you please revert it to how it worked before, only the player and not the AI nations?
