I think, incorporating your ideas, the best approach would be to gradually change the federation_type of the Imperial Federation to reflect its evolving nature: initially, it remains the "Imperial Federation"; after reaching level-4 and completing the provincialization reform, it is replaced by the "Federal Empire"; and after taking the final step of imperial unification, it is replaced by the "Galactic Empire." How does that sound?
As the Imperial Federation further implements reforms that strip member states of their autonomy, it evolves from a federation into a federal empire.
When the final step is taken—completely abolishing the sovereignty of member states—it transitions from a federal empire into a unitary empire.
When the Galactic Custodian demands that other countries recognize it as the ruler of the galaxy and establishes the Galactic Imperium, the obligations between the imperial core and member states are initially limited and loose. Although this entity is nominally called an Imperium, it is essentially a loose confederation of states, similar to the Holy Roman Empire.
The reform to establish an Imperial Federation, while seemingly a nominal downgrade from "imperium" to "federation", actually institutionalizes the obligations among member states, strengthening the loose confederation into a federation.
