I have figured it out. To manually interact with an inventory, you need a Jerrycan. Middle clicking will show information about the inventory. I still kinda wish it was more like an actual inventory, considering how fluids do have their own inventory items, but it works once you understand what to do I suppose.

With a jerrycan or through pipes. With a jerrycan, left click to fill, right click to remove, middle click to change fluid when using a creative jerrycan

How is the inventory accessed? I can't figure it out, nor can I figure out how to access the inventories of any other things such as fluid tanks either.

But you don't need it to start the engine. Make sure you have control over it and are using the correct key/joystick control

Just place it somewhere next to the engine, so it is attached
